With Weebly, when you setup an account you are forced to also setup your first website. It would be much nicer if you just setup an account and then clicked "Add New Website" in the Admin Console so you realized there was an Admin console... but oh well.
This registration process is a Classic case of too much thinking and too little respect for Keep It Simple Stupid (KISS) . This is a classic case of what "designers" do when they've run out of the simple design work that is needed for simple ideas.

Skim this page top to bottom quickly. Return to the top and read the material fairly quickly. Then return to the top a third time and start your sign up process with this as a reference if needed. If you try to digest it all in one long read you won't get nearly as much from it nearly as fast.

Weebly - Sign Up Page
In general, I'd highly advise that you create a username and password for every service you sign up with. I do no suggest using Facebook or Google for authentication services as it gets very confusing to remember what you use where. If you then say "But it's too hard to remember all the different usernames and passwords', to that I'd say " you need Lastpass no matter what".

Weebly - Pick a Theme
This is very, very confusing and annoying. And terrifying to some. The implication is that you need to make a major decision about your site right now when that is not the case, as this decision right now is irrelevant and changeable at any time in the future.
These "themes" are really just an "idea gallery". That's all. A website structure is not tied to a specific category as this page implies. An "online store' template as they present it just has pages already in it configured for products... but those likely wont work for you for one reason or another, so you would end up deleting them to create your own anyway. The same thing holds true for all the others themes presented.
A theme generally specifies five things
but here's the deal -- you can change to a different theme at anytime while you are building your website and after you have built your website -- a feature that not many of the others offer -- and that makes this initial decision totally irrelevant now doesn't it?! Likewise a theme is an over arching scheme, and you can quickly change fonts and colors related to your theme very easily to further customize that theme... SO JUST PICK A THEM AND KEEP MOVING... (I tend to click on the "Business" link and pick one from there just because...)

- The orientation of the Website title with the menu
- The default fonts used
- The default colors used

Click "X Close " in upper left corner if you want to return to the theme picker or click "Start Editing" in the upper right to continue.
This big image is just an image that can (and will be) deleted. You should be most interested in the Website title location as relative to the navigation menu and the navigation menu configuration. That is all. The rest can be easily customized (and that said, the entire theme can be swapped out, so just keep moving...).

Weebly - Choose Your Website Domain
To get going, you are going to pick the first option...
1) Select the select the bubble for "Use a Subdomain of weebly.com"
2) Enter a sub domain name ( I personally like dashes for readablity... like south-paca-street-vacation-rentals.weebly.com )
3) Select Continue..

As you type the subdomain name, Weebly will tell you if your choice is available or if it is taken by someone else...
From here you will be tossed into "the editor". See Weebly > Get Going >Step 2 for that, and realize that to this point, you have NOT seen the Admin Console that will in fact greet you when you log in each time.
Summary
The first time you get here you should have skimmed. The second time you get here you should have read in detail, and the third time you get here you should have an account setup and you should be ready to move on!
